Mr. Pipper is a seasoned employee with the SBA with many years of experience assisting entrepreneurs to either start and/or expand their business opportunities using SBA’s Programs and Services. Jim is particularly proud of the assistance he’s been able to provide to Veterans, Active Duty Military, National Guard & Reserve Members, Mil Spouses and family members in his capacity as a National Award Winning Veteran Business Development Officer (“VBDO”). In his capacity as VBDO Jim is the District Office Program Liaison for both the AZ Boots 2 Business (“B2B”) & Boots 2 Business|ReBoot (“B2B|R”) Programs being delivered to all transitioning uniform personnel in Arizona by the Veteran Business Development Center (“VBOC”). He is a Vietnam Era Combat Veteran that proudly served in the United States Air Force and was appointed by Phoenix City Counsel to serve on the Inaugural Phoenix Military Veterans Commission under then Mayor, Phil Gordon for eleven (11) subsequent years.

In addition to his veteran duties he is the District International Trade Officer (“DITO”), AZ Statewide SCORE Liaison, District Surety Bond Guaranty Program Officer and the Local liaison for SBA with the U.S. Commercial Service co-located within the SBA District Office.

He also served as a Special Assets Officer with a Commercial Bank for five (5) years and is a former small business owner. He and his wife, Barbara are the proud parents of six (6) children,18 grandchildren & 2 great grandchildren. In his leisure time he likes being outdoors and enjoys a round of golf.
